Background and education

He was born on 30 Dhu al-Hijjah 1393 AH (23 January 1974) in Riyadh, into a family from Hawtat Bani Tamim known for its scholars, judges and Quran memorisers. He memorised the Quran before adolescence and went through Riyadh's Quran memorisation schools, while studying with a number of scholars, among them his father and Sheikh Abd al-Aziz ibn Baz.

He graduated from the College of Sharia in Riyadh in 1414 AH and earned a master's degree in comparative jurisprudence from the Higher Judicial Institute in 1417 AH, with a thesis on the rulings concerning new converts to Islam, followed by a doctorate in the same field. Nominated for a doctorate in international law in the United Kingdom, he gave up the scholarship when he was appointed to Mecca, but spent about nine months in England studying English.

Judge and imam

From the age of 17 he led prayers at the Aliyaa Al al-Sheikh Mosque in the al-Suwaidi district of Riyadh. He began his judicial career at the General Court in Riyadh, then served as a judge in Turabah (1418 AH), in Rabigh (1420 AH), where he founded a Quran memorisation society, and finally in Mecca.

A royal decree dated 28 Sha'ban 1423 AH (2002) appointed him imam of the Grand Mosque, where he led his first prayer at the start of Ramadan that year. In 1430 AH (2009) he was also assigned to teach there. He chaired the board of the Hadiyyat al-Hajj wal-Mu'tamir charity in Mecca and represented the Grand Mosque on official visits abroad, such as a trip to Pakistan in March 2018. He wrote a book on the role of the Grand Mosque in spreading knowledge (Athar al-Masjid al-Haram fi Nashr al-Thaqafa).

Arrest

He was arrested in August 2018 without any official explanation from the Saudi authorities — rights groups linked the arrest to a sermon on the duty to denounce wrongdoing — and in August 2022 the Specialised Criminal Appeals Court overturned an earlier acquittal and sentenced him to ten years in prison.

His recitation, known from the prayers at the Grand Mosque, follows the reading of Hafs 'an 'Asim.
